We Only Process EOIs from Contractors Meeting These Baseline Requirements

Top Notch uses baseline prequalification benchmarks so early conversations stay focused on contractors with relevant capability, operational maturity, and credible delivery capacity.

Track Record of Scale
Demonstrated delivery of infrastructure or industrial projects valued at $50 million USD or above. Portfolios must include at least 2 completed mega-projects in the relevant sector.
Global Certification Standards
Valid ISO 9001 (Quality Management) and ISO 14001 (Environmental Management) certifications are mandatory. ISO 45001 (Occupational Health & Safety) is strongly preferred.
Absolute Financial Liquidity
3 consecutive years of independently audited financial statements demonstrating a strong balance sheet, positive net working capital, and the ability to mobilise project financing within 60 days.
Regional Mobilisation Capacity
Ability to rapidly mobilise plant, equipment, key personnel, and subcontractors within East Africa or the broader Sub-Saharan African region within agreed project timelines.

Common Questions & Eligibility

Everything international contractors need to know before submitting an expression of interest for Kenya’s infrastructure pipeline.

What does the funding-status label on a project mean?
It is a practical screening label used inside the register. It helps frame how an opportunity is currently described, but it should not be treated as a substitute for official transaction or procurement documents.
Do international contractors require a local partner?
Local participation requirements depend on the project, sector, procurement structure, and contracting strategy. Contractors should review the specific opportunity carefully rather than assume a single rule applies across every listing.
What contract models do these projects utilise?
The register includes a mix of delivery types and commercial structures. The best approach is to review each project brief individually and then study any formal procurement material that becomes relevant later.
How long does contractor review take?
The initial review target is five business days, although timing can vary depending on how complete the submission is and whether follow-up clarification is needed.
Is there a fee to submit an EOI?
Use the contact page if you need commercial clarification. The EOI page explains what information is requested for an initial review and how the team handles the first screening step.
Can a contractor apply for multiple projects simultaneously?
Yes. Many contractors explore several opportunities at once, but it is usually better to prioritise the strongest fit first and then widen the scope once role, timing, and capability are clearer.
What documentation is required at the EOI stage?
The EOI process starts with core company and capability information. More detailed documents should be prepared thoughtfully and shared in line with the actual needs of the opportunity.
Can I request more context before I submit a full EOI?
Yes. Focused questions about project fit, delivery profile, timing, or likely next steps are usually more useful than broad requests for everything available.
Is the project register static once a listing is published?
No. Listings can evolve as timing, framing, or supporting context changes. Treat each brief as a current snapshot and confirm sensitive details during the next conversation.

Minimum Eligibility

We only process EOIs from contractors who meet the following strict baseline requirements:

  • Track Record of Scale
Comparable large-project references are strongly preferred.
  • Global Certification Standards
Valid ISO 9001 (Quality) and ISO 14001 (Environmental).
  • Absolute Liquidity
3 consecutive years of audited financials with strong balance sheet.
  • Regional Capacity
Ability to mobilise resources within East Africa or Sub-Saharan Africa.
