Consensus Data & Market Benchmarks

Aggregated procurement pricing, contractor performance benchmarks, and project cost indices for East African infrastructure — enabling smarter bidding and credible financial modelling.

Data Coverage

Real Transaction Data. Not Estimates.

Top Notch aggregates anonymised procurement data from live and closed infrastructure transactions in Kenya, Uganda, Tanzania, Rwanda, and Ethiopia. Every data point is drawn from actual bills of quantities, contract awards, and bid evaluation reports — not published indices or academic estimates.

Our consensus data service gives contractors, lenders, and project owners a credible reference dataset to benchmark bid pricing, calibrate financial models, and identify outlier cost assumptions before they become contract disputes.

What the Dataset Covers

The consensus data repository is organised by asset class, contract type, and geographic corridor. Users can query civil works unit rates, electromechanical supply pricing, specialist subcontract rates, and project management cost allocations.

Data is available in KES, USD, and EUR with purchasing power parity conversion notes for cross-border benchmarking.

01

Civil Works Unit Rates

Earthworks, concrete, road surfacing, piling, and drainage unit costs by region — segmented by contractor size and procurement route.

02

Electromechanical Benchmarks

Transformer, switchgear, generator, pump, and HVAC supply cost ranges drawn from 12+ power and water project procurements.

03

Project Management Cost Indices

Advisory, PMC, and owner's engineer cost allocations expressed as a percentage of EPC contract value by project scale.

Common Questions About Our Benchmark Dataset

Everything contractors, lenders, and project owners need to know before requesting market consensus data.

How is the consensus data anonymised?
All contractor, subcontractor, and client identifiers are stripped before aggregation. Pricing data is only published where five or more independent bids exist for the same scope, preventing reverse-identification of any individual submission.
Can I use the data in a DFI project financial model?
Yes. The dataset is specifically designed to be cited in World Bank, AfDB, and IFC project appraisal documentation as a credible third-party cost reference. Several active DFI-funded projects in the pipeline use our indices in their feasibility reports.
How current is the data?
The dataset is updated quarterly. The most recent release is Q1 2026, incorporating bid and award data from procurements that closed between October 2025 and January 2026.
Is the data available for Tanzania and Uganda as well as Kenya?
Yes. We have coverage for Kenya, Uganda, Tanzania, Rwanda, and Ethiopia. South Sudan coverage is limited to select infrastructure categories. Country coverage varies by asset class.
Do I need to sign an NDA to access the data?
Yes. A standard non-disclosure and non-competitive-use agreement is required for all dataset downloads. The NDA is countersigned by Top Notch and provided digitally within 24 hours of your access request.
Can I cite Top Notch consensus data in my bid submission?
Yes, with attribution. You may cite the dataset as "Top Notch Infrastructure Consensus Data, Q1 2026" in your bid documentation. We can provide a letter of authenticity for regulatory procurement submissions upon request.
Is the first report really free?
Yes. Any contractor preparing an EOI or bid for a Top Notch-advised project receives free single-corridor access as part of our advisory support. There is no cost and no obligation to engage further advisory services.
What format does the data come in?
Benchmark reports are delivered as a password-protected Excel workbook and an accompanying PDF summary. Enterprise subscribers can request JSON/CSV feeds for direct integration into estimating and financial modelling tools.
